Here's The Plan.


New York State is headed toward the state government equivalent of bankruptcy. The Governor can't get anything done. The State Legislature is, to say the very least, dysfunctional. Stepping into the breach to "fix" the state's finances is Richard Ravitch, the appointed Lt. Governor. Here's his plan. Assembly Speaker Sheldon Silver declared the Ravitch plan "not D.O.A." One assumes that is Albany-speak for "it has no chance."
