La-La Land.

California had a $40 billion budget deficit in the last budget cycle and will be on the hook for billions more (with less tax revenue) in the next one. And yet, the state government is so dysfunctional that it actually increased the size of its workforce in the last 12 months by 1%. You cannot make this stuff up.  No one would believe you.
